DOE Issues Final Rule for Walk-in Coolers and Walk-in Freezers AEDMs and Test Procedures

The Department of Energy (DOE), USA has published a final rule notice in the Federal Register regarding alternative efficiency determination methods (AEDMs) and test procedures for walk-in coolers and walk-in freezers (WICF). In this final rule, DOE simplifies the test procedure and clarifies certain aspects to conform to requirements contained in AHRI 1250-2009, Performance Rating of Walk-In Coolers and Freezers, which DOE currently incorporates by reference and includes provisions for the use of AEDMs. While the final rule attempts to align AEDM implementation when certifying the energy efficiency performance of walk-ins with recently established standards for commercial HVACR and water heating products, DOE did not include provisions AHRI suggested, such as witness testing and engineered-to-order equipment. 
The revisions within the final rule: 
  1. Allow the use of AEDMs to rate and certify basic models; 
  2. Adopt an alternative method for testing and rating WICF refrigeration systems for unit coolers and condensing units that are sold alone; 
  3. Adopt the modifications to the test procedure for WICF refrigeration components; 
  4. Modify the current test procedure for measuring the insulation R-value of WICF panels; 
  5. Implement a sampling plan for walk-ins consistent with other commercial equipment regulated under the Energy Policy and Conservation Act to enable walk-in manufacturers to make energy use representations; and 
  6. Remove the existing performancebased test procedures for WICF floor and non-floor panels. The effective date of this rule is June 12. Contact Laura Petrillo-Groh at lpetrillo-groh@ahrinet.org
